Reduced country-level confidence value for hosting networks

As part of our ongoing efforts to improve our geolocation confidence factors, we have reduced the country-level confidence for some hosting networks in circumstances where we are less confident about where the data centers identified are deployed.

This change should not impact the confidence for residential, cellular, and other networks commonly used by end-users.
